Ukrainian Bar Association Embarks on a Project to Promote the Supreme Court’s Digital Tools
All-Ukrainian NGO Ukrainian Bar Association launches the project "Improving Legal Practices and Promoting the Engagement of Legal Community" with the support of EU Project Pravo-Justice implemented by Expertise France.
The project aims to raise awareness of Ukrainian legal professionals about the benefits of using the Supreme Court’s Legal Positions Database and the Supreme Observer online portal – digital tools designed to foster uniformity of jurisprudence, facilitate access to up-to-date legal information and improve communication between the Supreme Court and the legal community.
Within the upcoming four months, the UBA team will implement a number of activities aimed at encouraging the legal community to use these digital tools. In particular, the UBA team will run awareness-raising campaigns, organise online and offline training sessions, and design practical materials. The activities will engage different target groups, ranging from judges and attorneys to law students, tailored to their needs and experience. This comprehensive approach will not only raise awareness, but also ensure that IT tools are practically implemented in everyday legal practices.
"The tools we are promoting are designed to enhance the uniformity of jurisprudence, improve the application of legislation, and strengthen communication between the Supreme Court and the legal community. Our goal is to make the tools accessible and understandable for every lawyer, regardless of region or professional experience,” said Kateryna Pyshchyk, Project Management Advisor at the Ukrainian Bar Association.
“We are happy to support the Supreme Court and sincerely grateful to the Ukrainian Bar Association for actively promoting IT tools among the legal community. The database of legal positions of the Supreme Court was created in 2021 with the support of EU Project Pravo-Justice. Even then, it contained about 5,000 legal positions. Since then, the Project has been consistently supporting the development of the database as we believe this tool is important for the uniformity of jurisprudence. I have no doubt that such synergy between the court, the professional community and international partners will result in wider application of digital solutions, better predictability of court decisions, and, ultimately, increased trust in the judiciary," said Oksana Tsymbrivska, EU Pravo-Justice Team Leader.

After the victory of the Revolution of Dignity, EU Project Pravo-Justice became one of the drivers in promoting the rule of law in Ukraine, aligning the country’s legislative framework with European standards, developing a strategic vision of reforms, in particular judicial reform, effective enforcement of judgments, etc. It not only contributes to disseminating European practices in the Ukrainian justice system and providing constant expert support to judicial authorities, but also acts as a catalyst for change, laying the foundation for Ukraine’s integration into the EU.
The Ukrainian Bar Association (UBA) is the largest professional association of lawyers in Ukraine, which has been committed to strengthening the rule of law, developing the legal profession and establishing a state of law since 2002. The UBA unites more than 7,000 members across all regions of Ukraine, organises professional events, provides a platform for expert dialogue, and is a powerful voice of the legal community at the national and international levels.
Currently, the UBA also actively supports national and international initiatives aimed at recording and documenting crimes related to the Russian aggression against Ukraine and advocates for the establishment of a Special Tribunal.
