Open call for National Experts on Adjudication for war crimes

The EU Project Pravo-Justice, implemented by Expertise France with funding from the European Union, seeks highly qualified national experts to strengthening capacities of Ukrainian judiciary towards adjudication for war crimes and other violations of international humanitarian law.

Description of the Project

The Support to Justice Sector Reforms and Digitalization in Ukraine (Pravo-Justice) project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform, in line with the EU-Ukraine Association Agreement and European standards and comparative best practices. Since 2017, the Project has supported an ambitious sectoral reform agenda, which includes justice sector policy development, steering and coordination and prosecution reform (Component 1), judiciary reform (Component 2), property rights protection, private legal professions development and reform of penitentiary and probation systems (Component 3), and digitization and digitalization of justice-related business processes (Component 4).

The Project seeks the services of national short term experts (NSTEs) to support activities aimed at strengthening capacities of Ukrainian judiciary towards adjudication for war crimes and other violations of international humanitarian law. In particular, areas in which expertise is required include: ensuring accountability for war crimes, strategic screening and advise on operation of judicial bodies in the state of war, support to witnesses and victims of war crimes.

Indicative Services. An expert may be assigned with the tasks related to following areas:

  • Advisory support for establishing a mechanism for accountability for war crimes and other violations of international humanitarian law;
  • Advisory support for establishing a system of support witnesses and victims of war crimes.

The detailed terms of reference are to be indicated in individual task orders under the framework contract.

Mission format:

Primarily homebased. Need-based (number of working days depends on the Project requests)

Designated expert possesses the below minimum qualifications and experience:

  • Academic Degree: Master’s degree in law/ international law.
  • Experience: At least 7 years of experience in law with the focus on transitional justice, international humanitarian law, witness/ victim support and protection in war crimes cases;
  • Language: Fluency in written and spoken Ukrainian as well as English (including excellent writing skills).
  • Strong analytical skills and ability to present information clearly and effectively.
